Floods isolate 5,000 in Hanoi as Cau River water surpasses alert level

Floodwaters from the Cau River have risen rapidly, surpassing emergency level 3, leaving 1,262 households with 5,030 residents in Trung Gia commune, Hanoi, completely isolated.

Speaking with VietNamNet, Nguyen Ba Hoang, Chairman of Trung Gia Commune (formerly part of Soc Son district), denied circulating rumors on social media about a breached dyke in the area.

According to Hoang, due to prolonged heavy rains and water flowing in from upstream, the water level of the Cau River at Luong Phuc station has reached 9.00 meters, exceeding alert level 3. Water levels at the temporary dyke have also risen higher than predicted.

Most of the commune's alleyways and roads have been severely flooded. Provincial Road 35 is submerged under 20 to 30 centimeters of water, while National Highway 3, passing through Yamaha Company and Hamlet 9, is under 30 to 50 centimeters of water.

A report from the commune's Civil Defense Command stated that the rising water levels have isolated 1,262 households, affecting 5,030 people. The affected areas include Hamlet 8 with 22 households (50 people), Da Hoi with 10 households (40 people), Binh An with 30 households (120 people), Hamlet 5 with 220 households (670 people), An Lac with 580 households (2,700 people), Hoa Binh with 200 households (800 people), and Do Tan with 200 households (650 people).

On October 8, the commune's Civil Defense Command, in coordination with Battalion 86 soldiers, local police, and rapid response forces, organized the evacuation of residents from unsafe areas to safer locations.

"We have promptly relocated all the elderly, children, and part of the adult population to safe shelters. Basically, both the people and a portion of their belongings are secure," Hoang confirmed.

Local authorities have mobilized a 24/7 standby force to provide immediate response to any emergencies and assist residents in relocating their possessions if needed.

Emergency dyke protection prepared at critical points

To ensure the safety of dyke systems during the flood, the Hanoi Civil Defense Command has instructed relevant departments, agencies, and People's Committees of communes along the Cau and Ca Lo rivers to take the following measures:

They must immediately notify organizations and individuals operating on or near the river to proactively safeguard lives and property, minimizing potential damage.

They are to urgently mobilize forces, supplies, equipment, and vehicles for emergency dyke reinforcement at vulnerable locations.

Authorities must also review and prepare flood prevention materials and equipment to be ready for deployment in case of dyke breaches or other incidents.

A strict 24-hour monitoring system has been put in place to patrol and supervise the dyke lines, ensuring any issues are detected and resolved at the earliest possible moment.

Departments and agencies must actively support localities in their response and incident management, based on their designated functions and responsibilities.
