Second reading for farmers market fund is tabled by Cass County council

Logansport's farmers market and incubator kitchen saw a delay in potential funding on Friday.

The County Council decided to table its second vote to allocate $500,000 toward the project via the County Economic Development Income Tax fund. An initial reading of the resolution was held last month.

Council member Dean Davenport, At Large, motioned to table the second reading so the council could have a bit more time for research. The Council voted unanimously in agreement.

The County Council's tabling of the resolution comes days after the Cass County Commissioners voted to hold off on putting funds toward the project until they have a better understanding of how Senate Enrolled Act 1 will affect the county's tax revenue.

The legislation, which was signed into law in April, attempts to actualize the property tax reforms that Gov. Mike Braun campaigned on. As a result of the reforms, according to a legislative financial analysis, property tax collecting entities statewide are expected to lose out on a collective $1.5 billion in potential revenue.

The Community Foundation received a $5 million grant for the farmers market and incubator kitchen in December. However, as a stipulation, nearly a fifth of those funds must be put aside to cover operational expenses in hopes of getting the farmers market and incubator kitchen to a point of self-sustainability within three years.

With a portion of the initial funds mandatorily put aside and unanticipated construction challenges, there was a $1.429 million gap in construction funds for the farmers market and incubator kitchen.

The City Council and Logansport Redevelopment Commission have agreed to allocate $500,000 and $300,000 respectively to the facility.

President and CEO of the Cass County Community Foundation Deanna Crispen explained during meetings with government officials the Community Foundation sought financial help from government entities, rather than going out into the community to ask for donations, so it wouldn't compete with other nonprofit organizations.

The next County Council meeting will be held in the Cass County Government Building at 9 a.m. Oct. 17.
