Govt declares DigiLocker documents authentic for all official purposes

JAMMU, Sept 20: In a major push towards digital governance and paperless administration, the Jammu and Kashmir Government has announced that all documents and certificates hosted on DigiLocker will be treated as authentic and valid for official purposes.

Issuing a fresh circular on other day, the General Administration Department (GAD) emphasized the mandatory adoption and integration of DigiLocker by all Government departments, public sector undertakings and advisory boards. The move is aimed at enhancing efficiency, transparency and secure digital retention of official records in line with the objectives of the Digital India programme.

DigiLocker, a flagship initiative of the Government of India, provides a secure cloud-based platform for issuance, storage, sharing, and verification of digital certificates. While earlier instructions for its integration were issued in April 2022, officials noted that several departments continued to rely heavily on physical documents, undermining the e-Governance reforms. The latest circular reiterates strict compliance, directing Administrative Secretaries and heads of departments to ensure immediate adoption.

"All documents and certificates hosted on DigiLocker shall be treated as authentic and valid for official purposes, in line with the instructions notified by the Government of India," the circular states. It further adds that the Information Technology Department will extend complete technical assistance, including logistics support, to facilitate smooth transition across departments.

To ensure seamless implementation, the Government has designated resource persons from the IT Department for technical support, including senior consultant Shaila Farooq, Syed Aijaz Ahmad and Manpreet Singh.

The Government has cautioned that any continued reliance on physical documentation will be viewed as a violation of e-Governance norms.
